if $target/etc/apt/preferences (and $target/etc/apt/preferences.d/*)
would be evaluated, it would be sufficiant, but.. it doesn't work, i've
tested different configurations (with either preferences, or
preferences.d/* files), nothing did work, thus

in order to multistrap from multiple repositories where one is set to
noautomatic, we'll need a way to pin the repo (or individual packages),
therefore, it would be nice, if multistrap would e.g. respect a
pre-existing $dir/etc/apt/preferences and
