On the basis of documentation: http://www.proftpd.org/docs/directives/linked/config_ref_SocketBindTight.html one should expect a nice message 500 Sorry, no server available to handle request on xxx.xxx.xxx.xxx. when the listen socket has been bound to a specific address/port pair. In practice the server behavior differs and no message is issued in that case. Limiting binding is instead regularly working if SocketBindTight is set to on.
