This is not an option as, as far as I know, pc-dvorak-latin1 is not
provided by console-setup.

When I dpkg-reconfigure console-data to set pc-dvorak-latin1 *once for
all*, I find that rebooting overwrites my setting. The keymap layout
falls back to the one I've choosen when installing Debian.
Could it be fixed?
