I just committed a workaround to HTML Purifier master (unreleased), we think
this
is an upstream php/glibc bug.

there is no € in ISO 8859-1 so this is an invalid input…
I’d expect a question mark and 50'000 dots as output.
Please take this upstream as it’s no packaging issue.
