Because of bug #684134 I'm forced to include a command in lxc-debconf preseed
file to mangle /etc/locale.gen like this:
lxc-debconfig lxc-debconfig/late-command string \
sed -i -e 's/^[# ]*\\(en_US.UTF-8 UTF-8\\) */\\1/'
