It would be nice to implement a cron job looking for
descriptions
where (( number_of_translated_paragraphs is equal to
number_of_paragrahs ) AND
( description_not_marked_as_translated )) .

I focused on providing new translations for stable for some time.
There is the (real) possibility that a translation is indirectly
already done. The scenario is package with paragraphs reused in
other descriptions - the other packages
