That would be the "Insert -> Checkbox List" menu item. Agree that it might
be confusing with the difference is between formatting and inserting in this
case. But works as designed, so consider this a "Won't Fix" for the time
being.

- type the text
- select a part of the text
- clic on format --> checkbox
It would be more simple to :
- clic on format --> checkbox
- type the text of the check box
