Ok, the new upstream version use vorbiscomment command (from
vorbis-tools package).
I added a patch that do that too.
Will be in the next upload.

New upstream release (5.0.1) fixes this problem but I'm late to hope an
integration into Jessie :/ But it will be available into experimental
when done.

pacpl stops when calling clear_comments method [1]. This method is
provided by Ogg::Vorbis::Header but not by Ogg::Vorbis::Header::PurePerl
libogg-vorbis-header-perl was removed from debian (#594447) quite recently.
(Looks like Ogg::Vorbis::Header::PurePerl is not a drop-in replacement
