dpkg-dev introduced a generic solution for binNMUs that doesn't hardcode
the requirement to use a "+bX" suffix. All you have to do is to add
a "binary-only=yes" keyword in the changelog header line like this:
ftplib (3.1-1-9+b1) unstable; urgen
