As stated in http://cdimage.debian.org/cdimage/weekly-builds/,
weekly-builds are not distributed as torrent anymore : All the weekly
images are distributed as ISO and jigdo files.
Torrents from http://cdimage.debian.org/debian-cd/current/amd64/bt-cd/
are working fine.

The CD image linked from the testing bittorrent download page,

the tracker, as seen from the following rtorrent session.
