The ACCEPTED.* files for the NEW queue should not be kept. It causes problems when a packages is marked for acceptance, then an error while processing happens and the package is rejected. After some time the (new) overrides disappear again. Should the same version get re-uploaded to NEW, process-policy sees the ACCEPTED.* file, tries to install it again and this time fails due to the missing overrides.
