Hello Michael,
as far as I'm aware the bug is in ./debian/dhclient-script.linux (and
./debian/dhclient-script.kfreebsd), but not in ./client/scripts/linux.
So to me it looks like this is a bug in Debian only, because only there
run-parts is used to source the files from /etc/dhcp/dhclient-*-hook
control: tag -1 upstream
Would you mind submitting a bug report upstream and linking it back
here? I would prefer they review and accept it first.
