The current DCMTK Snapshot now supports three alternative character set
conversion libraries: libiconv, libicu and the iconv() function from stdlibc:

Thanks for reporting this issue, but it is a known issue that is already
listed in the (still internal) DCMTK bug tracker as Feature #368.

Dear maintainer,
The current debian package does not include internationalization
support. For this, it needs to be compiled against libiconv. In
Debian, we do not ship seperate libiconv/libcharset libraries, because
our glibc does already provide this.

I have the same feeling like you that I do not really like the static
linking against a convenience copy of libiconv. We should rather
consider convincing upstream to enable proper dynamic linking.
