Package: torsocks

The "INSTALL" file has flaws in both the latest debian source package
for torsocks, and also the latest in git.  

In the git version of the INSTALL document, there is a reference to
Makefile.cvs, which has been obsoleted.

In the debian version, there was no mention of packages that are
required for building, and it takes some investigation to discover
what's missing.  The build process fails if the user does not have
automake and libtool.  Perhaps there should be an INSTALL.debian file
if these packages are particular to debian.
