DroidSansFallbackFull.ttf has only three Hangul syllable glyphs: U+AC00, U+D7A2, U+D7A3. (The first one and the last two among 11172 Hangul glyphs.) IMO simple solution is just to copypaste Hangul glyphs from another DroidSansFallback file to DroidSansFallbackFull.ttf. Simple python-fontforge
