In #721190, Andreas Mohr suggested adding bz2 support to debirf. I think in 
implementing xz support (#813472) either it could be done in a generic way 
to be able to support different compression types, or possibly xz support 
would make bz2 support no longer interesting? (I guess it depends on 
platform, memory, cpu, decompression time, etc)

'gzip -9' seems to be hard coded in debirf in pack_rootfs and 
create_initrd_nested.
