1) Relationships of packages are in policy chapter 7.  Not 2.
2) Mentioning make-equivs is a little confusing, as there seem to be
   no such thing exposed to the end user.

    $ grep -C2 make-equivs /usr/share/doc/equivs/README.Debian
    a Debian package and build that package.
    
    You need a control file for make-equivs. You will find examples
    of control files in /usr/share/doc/equivs/examples.
