the file /etc/bash_completion.d/gem is an alternative. however, the file
offered as an alternative is /etc/bash_completion.d/gem1.9.1 ... which
means that in reality, *both* files will be loaded.
note that this would be different if the file was installed to
/usr/share/bash-completion/completions, as these files are loaded
on-demand.

i don't quite understand what that alternative selection is supposed to
be good for anyway - the completion is based on the command name in the
completion script itself, so in either case you're only completing for
gem1.9.1. if you meant to make completion for "gem", you'd need some
trickery with $0.
