Scratch locale files are located under /usr/share/scratch/locale/. This is not the proper location for locale files (/usr/share/locale). There is no major harm in placing them there, but being a non-standard location makes it impossible for some packages (such as localepurge) to work their magic so that locales that are *not* useful for the installed system are removed.
