Currently, pkg-php-tools adds a depends on php5-common (php5 in old
versions) which become php5-cli when there is something in /usr/bin.
This heuristic has many false-positives and false-negatives.

I propose to always use "php5-common", and let the maintainer
explicitly depend on php5 | php5-cli | php5-fcgi | whatever.

Another solution would be to use overrides in many php-* packages.
