In recent versions of clementine, the method to get song/artist infos
was rewritten and use other api/sources.
Can you still reproduce this issue with the latest version currently in
unstable : 1.3.1+git240-g1a2f6e2+dfsg-1 ?

For me the info panels are also blank when I am connected to particular
networks. There is issue 1483 [1] claiming that this should no longer be an
issue under proxies, but on my university network with no proxy I'm still
seeing
