Package: needrestart

When needrestart is installed on a system with dpkg version older than 1.16.0,
dpkg constantly gives this error:
dpkg: configuration error: /etc/dpkg/dpkg.cfg.d/needrestart:7: unknown option 
'status-logger'

I need to remove this file in order to make dpkg usable again.

According to /usr/share/doc/dpkg/changelog.Debian.gz, the status-logger option
was added in dpkg version 1.16.0, so needrestart should probably require this
version.
