Some of the Qt classes are not available in python when using the debian package. For example, the PythonQt.QtUiTools.QUiLoader class is missing. CMakeLists.txt defines a "PythonQt_Wrap_QtAll" option that defaults to OFF. The description is "Make all Qt components available in python". I imagine setting this to ON could help with this (though xmlpatterns classes are forcefully excluded).
