Indeed. But since seminar is just one package, and we don't want to
pull in unconditionally texlive-pstricks into texlive-latex-recommended,
I made it a suggests.

two things:
* texlive-latex-recommended consists of many many more things than seminar, so
it is definitely useable.
* yes, the contents is determined by upstream TeX Live's
collection-latexrecommended. If you want you can bring up the case at the
texl...@tug.org mailing list.
