Dear Maintainer,

niceload -I requires iostat to work (part of the sysstat package), but
parallel does not depend on sysstat.  After installing parallel on a
fresh system, niceload -I is non-functional:

  $ niceload -I 10 echo hello
  sh: 1: iostat: not found
  hello
