Confirming this with evince 3.18.1
I thought GTK should automatically disable those horrible CSDs outside gnome
since 3.14.

As of versions 3.14.x, evince uses header bars, overriding the
window manager (fvwm in my case) and breaking compatibility with
non-GNOME environments. Depending on the user desktop configuration,
this can make evince hardly usable.
