I see this bug too, both in 0.0.13-1~deb8u1 and 0.0.13-1. After some
investigation I found this:
# service tlsdated start
# pgrep -l tlsdated

tlsdated is unhappy because it cannot start tlsdate-monitor. The log
shows:
[tlsdate-monitor] execve() failed: No such file or directory
And indeed, the file is not in the package.
This seems to prevent tlsdated from setting up
