php-compat seems only useful to offer a compatibility layer in old (pre-Squeeze) PHP version, and thus shouldn’t be of any use in any current Debian release. Only extplorer (removed from testing a year ago) depends on it, and php-seclib (automatically) suggests it “to get phpseclib working on PHP < 4.3.3”, so it is already safe to remove it from testing now. I intend to follow up with an RM request once Jessie gets released if nobody objects (but feel free to beat me to it), unless there is a good reason to keep it as an extplorer dependency (and if extplorer actually comes back in testing).
