There is an ongoing effort to refactor and split the dropbear package in
order to isolate the binary, service files and initramfs parts.

The resulting packages (not in the NEW queue yet, I'm waiting for a sponsor)
are built using dh_strip and dh_shlibdeps hence should the first item while
making the Depends line meaningful.
