If you use http://ftp.uni-mainz.de/debian/ the README.html gets displayed.
The server is connected with a bandwidth of 1Gbps.
Do you need any more information?

Your mirror is in order, however it does not display the README.html in
the top level directory. Could you please check your configuration?
What is the available bandwidth of the mirror?
