Maitreya's geonames database gives UTC -3 hours for locations in Paraguay whereas it should be UTC -4 h corresponding with correctly shown time zone "America/Asunción". UTC -3 h is correct only during DST, but the offset for DST is meant to be handled manually. There is also strange behaviour regarding time zones when setting a standard location that is not in the same time zone as the computer/system. In this case the time zone of the newly set standard location is not taken into account and the old offset stays put. Maybe it would be possible to use the systems's already existing knowledge about time zones and DST (tzdata) to avoid mistakes and simplify things for the user.
