Can it actually be empty? When would it be empty?
'man dpkg' does not say anything about this being possible:

$ man dpkg
[...]
       DPKG_MAINTSCRIPT_ARCH
              Defined  by dpkg on the maintainer script environment to the 
architecture
              the package got built for (since dpkg 1.15.4).
[...]

dpkg 1.15.4 was released in 2009.
