Indeed, libvoikko got upgraded to 4.something and the problem
disappeared. So this bug report can be closed.

I believe this is caused by the combination of following issues:
1) Both reporters are using libvoikko1 3.8 with voikko-fi 2.0. Since voikko-fi
2.0 provides the dictionary in VFST format and libvoikko 3.8 only supports
Malaga format libvoikko does not see any valid dictionaries -> the situation
