The newest version for Firefox is 11.2.202.632, not 22.0.0.209. So the behavior you observed is normal. If "update-flashplugin-nonfree --status" still selects 22.0.0.209, then you may want to delete /var/cache/flashplugin-nonfree/get-upstream-version.pl and try again. The package in unstable already deletes the old get-upstream-version.pl. The package in stable not yet, and a new package is under review by the stable release managers, so you may want to remove the old get-upstream-version.pl manually for now, or install the package from unstable.
