I think game fit nicely within G-D-P goals (automate installation of non-free
assets for free engine)
You could have a look at all the per-game plugins in /games/ for reference.
Make sure to define package.empty = True in yout plugin;
as it would only ship generated files.

the performous-tools package's ss_extract tool is capable of reading
singstar dvds and converting them into a format usable by ultrastar and
performous.
as this is not pure unpack-and-repack-as-deb, i'm not 100% sure it fits
