Hi,
I believe the problem may have been fixed by Brad King in the version
1:3.9~svn275918-1~exp2. Relevant part of the changelog:
llvm-toolchain-3.9 (1:3.9~svn275918-1~exp2) experimental; urgency=medium
...
* LLVMConfig.cmake is now installed to /lib/cmake/llvm instead
of /share/llvm/cmake
I have encountered this bug too. I found following workaround so far:
First removing llvm-3.9-dev package:
apt remove llvm-3.9-dev
Then installing them together:
apt install llvm-3.9-dev clang-3.9
