Whilst working on #834804, I figured that the package would probably
benefit from a move to debhelper and pybuild, which is what the Debian
Python policy recommends anyway.
This would bring a much simplified d/rules, automatic population of
Python 3 dependencies (via dh-python) and automatic java

Dear Maintainer,
The software seems to support Python 3 [1]. Please consider switching the
packaging from using Python 2 to Python 3, since Python 2 has a due date.
