The change in debootstrap to enable merged-/usr has been temporarily
reverted due to issues reported. As it was only fixed quite late, we
won't re-enable merged-/usr for stret

debootstrap enables merged-/usr by default since 1.0.85 (when installing
stretch or later only). To match this on upgrades to stretch, I would
like to recommend installing `usrmerge` at the end of the upgrade.
