Dear Maintainer,
After upgrading openrc from 0.21-3 to 0.21-4 (sid), the system reboots instead
of shutting down when executing 'su -c halt'. The problem is solved by
installing file-rc:amd64 (0.8.18) and purging librc1:amd64 (0.21-4),
