I saw after I filed the bug that this also was already brought up at https://bugs.debian.org/826884 That bug is marked fixed but the "fix" was to have snapd add a Conflicts against snap. At a minimum, snap also needs a Conflicts against snapd but that hasn't been done yet. But my understanding
