I am reassigning the bug to the package kde-config-touchpad;
task-kde-desktop is only a virtual package to install the KDE desktop
environment.

I've been searching for more information about this bug, and I've found
a bug report at RedHat that probably is connected to this one:

I'm also experiencing this problem. I've checked the content of the file
~/.config/kcminputrc and the settings are effectively changed in it.
However, neither the mouse cursor speed nor its acceleration seem to
take any effect. I've also tried to change the number of lines scrolled
