... but NBD devices are not. I'm not sure what changed, have been trying
to figure that out for the past week or so.

Given the fact this is
Users with filesystems mounted over AoE are surprised that these mount
points are not unmounted before the network is shutdown. This can cause
data loss. The documentation should be updated to tell users how to make
mounts properly depend on the network (for example using filesystem
options in
