I just installed potrace by running apt install potrace, and it kept segfaulting at startup. Upgrading libpotrace0 to the current version fixed the problem. This means that the libpotrace0 dependency to the potrace package should be more strict, since apt is supposed to do "the right thing", and you can't expect the users to keep all their packages up-to-date. Setting it equal to the package version should probably do the trick.
