In case you still need a case to reproduce this, I have one.

Just tried to upload python-gnuplotlib=0.23-1

This happened:

My locale was set thusly, which triggered the issue:

  LC_IDENTIFICATION="C"
  LC_ALL=C

Resetting LANG and LC_ALL to en_US.UTF-8 made it work. If dput wants
some particular locale setting, it should set it.
