New bug reporters using reportbug in a typical configuration receive a
mail copy of their own bug report that already contains the bug
number.  However, there is no clue given that this number can be used
to track the bug status by a web interface.

The second message a submitter receives, automatically responding to
the bug report, does include a URL.  However, this is in a footer
below the main message, where it can easily be missed.  In addition,
Google Gmail hides this footer by default when the message is viewed,
and also assigns this acknowledgement message to a spam/advertising
folder.  (While I don't use Gmail myself, very many of our users do.)

It would be helpful to provide bug submitters a more prominent pointer
to the BTS web interface.  Ideally for users who submit bugs using the
bugs.debian.org SMTP server, there would already be a prominent URL
(and a few words of explanation) at the top of the mail copy they
receive of their submitted bug.
