im on a AWS EC2 instance running jessie stable and my
/etc/debian_version says 8.8.

i was trying to set some vars on /etc/environment and /etc/login.defs,
one of them is PATH. then i logged in found my setting of PATH
ignored.

then i opened /etc/profile and noticed that it is completely
overriding PATH with pretty much teh same stuff found on
/etc/login.defs.

then(2) i logged in with a non-login shell and my setting of PATH
kicked in as expected.

since we use pam (sry if im wrong), i propose that /etc/profile should
not override stuff liek PATH or umask (ive seen this a thousand tiems)
and instead leave teh pam modules do their job by default.
