I was able to build it on arm64 with just a few changes:
1. Change to "Architecture: any" in debian/control, obviously.
2. In debian/rules, use:
CPPFLAGS="-DUSE_SYSTEM_MD5_DEPENDENCY" dh_auto_configure --
--enable-system-dependencies
