This is common practice in gettext-based translation work. Doing so allows to keep the part that have been translated *and* avoid dropping additional English parts. I do not consider this a bug but a feature that helps in keeping alive translation work even when nobody works on updating it. Would I still be the package maintainer, I would consider closing the bug report.
