Hi, manpages-fr is quite outdated (last upload in 2014), the upstream manpages have been updated in the meantime and this package should have a major update. IMVHO, it's better to have no translation at all than having misleading or outdated ones and I'm not sure if this package should be part of buster if it's not updated in meantime. The problem seems that upstream for these translated manpages is now dead/not active anymore. The last release on [0] if for the manpage version 3.70 (the manpages package in debian is as of today at version 4.12).
