Package: r-base-dev

Hi,
since dh-r can be used and is actually used by lots of r packages
the strong dependency of r-base-dev from cdbs should not be needed
any more.
So please drop this dependency if it is not needed for internal
functionality of r-base-dev. It the latter is the case please
name these to enable adding this functionality to dh-r.
